Members app — under construction

This is the new home for ICA membership, the store, and elections — replacing the old store application. It's being built fresh on CodeIgniter 4.7.4, sharing a single members database across the store, staff back office, and election ballots.

Membership and affiliate join/renewal are live, in a limited form — online payment isn't wired up yet, so orders are reconciled by staff after the fact.
